So far I have:
Touched on the App tile
A pop-up window appears with a rectangle that says Install
I tap that tile
A window appears mostly blank but with words at the top: Copy and Paste
Pinch and spread with three fingers to copy and paste a selection
then three dots beneath that message
This screen has a box above the writing with three large dots
That's it, nothing after that

Never mind. I figured it out.
Just purchased my iPad yesterday (same day as question). I did a manual update and then suddenly I was able to use the Apple Store successfully and began installing needed apps.
