Hello Zoinks613,

You may find some steps here that could help resolve issues with accessing shared purchases: If you can't find your family's shared content - Apple Support

In particular it may be necessary to have them try logging out of Media & Purchases on their devices, and then sign back in. The page helps to provide the following steps for that:

Sign out of Media & Purchases
Make sure that you sign in to all Apple services using the same Apple ID that you use for sharing content with your family. You don't need to sign out of any other services that use your Apple ID, such as iCloud or iMessage.
On your iPhone, iPad, or iPod touch
1. Go to Settings > [your name].
2. Tap Media & Purchases.
3. Tap Sign Out.
4. Tap Media & Purchases again.
5. Tap Not [your name]?, then sign in with the Apple ID that you use for Family Sharing.

If the above hasn't helped, try having the Family Organizer of the Family Sharing group try the following to toggle purchase sharing off/on:

1. Go to Settings.
2. Tap your name.
3. Tap Family Sharing.
4. Tap Purchase Sharing.
5. Turn off Share My Purchases. Then turn on Share My Purchases.

If it's still unresolved then this link can help to reach out to Apple Support to investigate further: Get Support

Cheers.
