Can I recover a photo I deleted permanently from my iPhone?

If you use iCloud Photos and deleted the photo from the Recently Deleted album, there isn't a way to recover it. Delete photos on your iPhone or iPad - Apple Support
If you dont use iCloud Photos and have a backup of your iPhone you can restore the backup to restore the photo. Keep in mind any changes you've made since the backup was created would be deleted. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
