How can I get all of my saved text messages on my iPhone to my new iPad?

Assuming that both of your devices are signed-in to iCloud with the same AppleID - you simply need to enable iCloud Messages on both of your iPads:

iOS/iPadOS16.

Settings > [Your Name / AppleID] > iCloud > [App Using iCloud] Show All > Messages > Sync This iPad - set to ON

iOS/iPadOS15 and earlier

Settings > [Your Name / AppleID] > iCloud > Messages - set to ON
