GarageBand 10.4.8 stuck on loading screen (Updating information about audio unit plug-ins...)

I have looked at other posts relating to this issue, such as removing the audio cache file from the 'AudioUnitCache' folder. People say removing the files from the 'Components' from library/Audio/Plug-ins works, but I have no files in that folder to begin with. I've tried reinstalling GarageBand, that doesn't work.

It mentions the plug-ins Velvet, Hybrid 3, and MiniGrand fails to update or something. I've tried uninstalling them but that also doesn't work. I've tried all the solutions already out there and none of them work.

GarageBand was working fine a few days ago, but now for some reason it doesn't want to boot. This happened over night pretty much.

I fixed the issue. Apparently there are 2 'library' folders. One for the HD and one for the user. I have been looking in the 'library' folder under the user and the components folder inside the audio directory was empty. But the 'library' folder was what contained the 'corrupted' components. (Hybrid3, MiniGrand, and Velvet). After deleting those, GarageBand loads successfully.
