The fastest and easiest way, is to restore/migrate from your Time Machine backup.

see > Recover all your files from a Time Machine backup - Apple Support

iCloud is not a full Mac backup. It is only a way of storing and sharing files between your devices.

At best you can recover what you had stored in iCloud using your same user ID.
