When typing or opening new pages on the net I get random bold outlines/boxes appearing. I have no idea what prompts them or how to get rid of the. Some just go away, some don’t.
Using iPad Pro (4th Gen) with Logitech Combo Touch Keyboard. (The same thing happened with the Apple Magic Keyboard)

You might have your "Full Keyboard Access On" which essentially means you allow an external device like a keyboard to access the iPad.
You can turn it off by Searching Full Keyboard Access on the search bar OR go to Accessibility > Keyboards > Full Access.

Have you enabled Switch Control?
Settings > Accessibility > Switch Control > Switch Control - set to OFF
Make sure that in your Accessibility settings you have Full Keyboard Access turned OFF
