I bought a pre own iPad from a Rent to Own store . But I can not use this iPad cause the previous owner didn’t log with their Apple ID

There is no way to use it without the assistance of the previous owner. Take it back to the store where you bought it and try to get a refund.

If you see an "iPhone Locked To Owner" message:

Take it back to the person from whom you received it. Get them to do the things in this support article or ask for a refund --> What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
