home shows apple tv 4k paused all the time
Apple home shows 4K Apple TV as pause along with HomePod mini speakers even when I’m watching tv and using the speakers.

As there are multiple possible causes for what you describe, some isolation will be necessary to identify the best options.
First, if you have more than one Apple TV and HomePod mini configured, you may be viewing the status for a different device. If you attempt to play content through or interact with those devices using the Home app directly, what is the result?
It's also possible that your accessories are not configured properly or responding to update the Home app. For such circumstances see Add a smart home accessory to the Home app to ensure it's properly configured and responding, and also note this section of Set up your HomePod, HomePod mini, Apple TV, or iPad as a home hub which may help:
"If your home hub isn't working as expected
- Check that your HomePod, HomePod mini, Apple TV, or iPad is up to date.
- Make sure that the user signed in to iCloud on your iPhone, iPad, or Apple TV is the primary Home app user, and not an invited user.
- Turn on iCloud Keychain and two-factor authentication for your Apple ID.
- Check that the device that you set up as a home hub is in your home, connected to your home Wi-Fi network, and powered on."
