Why can't I stop Spotlight from searching the internet (even after turning off Siri Suggestions)

How do I stop spotlight from offering internet suggestions? If I enter "log.xlsx", I really want the Excel file, not to search on Safari, but Safari always comes up first.

I've followed the instructions to uncheck Siri Suggestions, and the behavior doesn't change.

What am I doing wrong?


MacBook Air, macOS 13.3

Spotlight has reserved keywords to narrow your search results. Spotlight uses case-insensitive and partial matches. When you use the name keyword, Spotlight focuses on files, not every category selected in the Spotlight search results when you use just a filename without a keyword.
