Apple watch, pairing phone AND cellular phone.

I am considering buying Apple Watch with cellular. I have two IPhones both on same iCloud account. The phone I carry with me every day and get both my work and personal calls on is my companies phone where I have no control over the cellular account so cannot have Apple Watch added to that Verizon account. My personal iPhone is on Xfinity network (which piggybacks on Verizon towers) and I control the account and could add the watch to my account. Personal phone stays at home and I almost never use that phone number. 

Is it possible to add watch to my personal phone Xfinity account for cellular, But have it paired with my work phone to use the Bluetooth connection from the work phone when it’s nearby? I understand that the work phone number wouldn’t forward to the watch, I’m mostly hoping the watch could sync with or at least use the work phone Bluetooth connection when it was near but use my personal phone cellular data plan when no phone was nearby. Thanks in advance for any advice.
