Hi RPB_1961-
welcome to the Apple (user=to-user) Community.
Re: Can i use a saved or created mp3 ringtone?
Seems you can import that saved or created .mp3 file into Garageband (for iOS) app, and then "share" it as a ringtone so it can be used on iPhone. If the ringtone is longer than 30 seconds, you can either shorten it to suit, or it will be shortened when exported as a ringtone.

Scroll down to: "Share a GarageBand song as a ringtone or text tone":
(ie: for info on exporting completed ringtones, and for assigning where the ringtone is to be used:),
in Apple Support's article,
Share songs with GarageBand for iPhone - Apple Support
More info: GarageBand User Guide for iPhone - Apple Support
If needed:
Garageband Support website: (info / support / contact)
GarageBand - Official Apple Support
All the best :-)
