Can't find file, don't have permission

I am getting this message:

The file “NSIRD_ArchiveService_8bshkD” couldn’t be opened because you don’t have permission to view it

I've tried to find it in finder but can't locate it. How do I find it and get permission to view it?

I probably don't need the file.

OneDrive is Microsoft's landfill, not Apple's and you will need a compatible version of OneDrive for Mac in order to access and uncompress anything on OneDrive. If you are using another third-party application to present those tabs, then you should contact that vendor. And finally, you may literally not have access to that NSIRD_* file by design.
