I keep setting up my Apple Cash account but it always goes back to “account not set up” how do I fix this

My boyfriend sent me 20$ and I went to click on it to send the money to my debit card but my card wasn’t showing up. Then I tried to add it and then it told me my card was already in apple wallet (which I knew it already was I just didn’t know why It wasn’t there initially) then I went to click on it again to send it and it is now just saying I don’t have Apple Cash set up but everytime I set it up it says it goes through and I’m good to go but then once I close out of it it tells me it is still not set up
