AppleID cannot be used for a Developer Account

I tried to validate my enrolment of my AppleID on a work phone, with a work AppleID using my personal information (driver's license). It failed the scan each time I tried it (3 times) because the picture wouldn't parse the info on it correctly and now Apple Developer support says I can't reset it any more and I can't use that AppleID any longer to enroll. What do I do when they won't help me?
