Failure to Update Apple Payment

I have been using my debit card to purchase apps in the App Store, and to make in-App purchases for two years. Whilst my debit card is still valid and the International Transactions are still activated on the said card, I have been receiving prompts for "declined payment" every time try to make an in-App Purchase or download free apps from the app store.

All the payments prior to August 26, 2023, went through without a hitch, but since then, nothing can be fixed and I don't know what's broken. There is nothing wrong at the bank's end.

It is rumored that Apple requires you use a payment method from the same country to which your ID is also set. However, Apple's own support article specifically helping you with declined payment methods: If your payment method is declined in the App Store or iTunes Store - Apple Support says: "You might need to ask your financial institution to allow international purchases on your debit or credit card". If Apple is requiring you to use a card from the same country it certainly isn't including a simple statement to that effect in any of its documentation that I have found. If anything, its own documentation is implying international use is possible. Nevertheless, saying you must use a card from the same country is frequently officially recommended by Apple staff as a solution in similar posts I have seen regarding international payment methods (I presume this is applicable in your case since you specifically draw attentio to international payment methods).
