What do you mean it doesn't work? What happened when you tried? Did you get an error? If so, what did it say?
Those are the steps to change or add a new payment method to your Apple ID. Said payment method would be used to pay or iCloud storage as well.
If you are using a different account for iCloud than for your iTunes & App Store Apple ID, then you need to log kn with that account to find and change the payment method on that account.
