iCloud+ in combination with Family Sharing does allow members of the group to share storage as well as other features of the subscription. Each members data would be kept separate and private from the other group members. However if your device information is correct in that you are currently running OS X 10.11 you are below the minimum system requirements to start iCloud+ but based on some notes you could have iCloud+ shared to you. I assume you would only have access to the shared storage as the other features require later versions of macOS.
