I was charged $1.29 for upgrade to Icloud and I still keep getting notices that I need to upgrade WHY??

iCloud deletes my pictures I bought 200 Gigs of “storage” on iCloud thinking when my phone fills up I would delete the pics because they’re in the cloud now, right? Not so! They deleted my pics in the cloud. Why do I pay for this service? I want my money back.

Down grade my cloud price I do not need to pay $2.99 for my cloud when half my photos are still taking up space in my phone. How do I lower the pay to $1.99?
