iPhone 14 cannot connect to Apple Watch

I have an iPhone 14 pro max. I recently purchased an iWatch SE since my previous one was stolen. I have not paired any watch to this phone yet. When I am on the watch app on my phone and I try to sign in, it says “could not connect to Apple Watch. Make sure it is nearby, on , and not in airplane mode.” It is on, nearby, and not in airplane mode. I have rebooted both devices , updated both, etc. I have tried for a week now. Nothing works! Any suggestions?

Have you unpaired the stolen watch yet? If not, I believe that is what the message from the watch app on the iPhone is telling you. You do not have to unpair the stolen watch, but you should at least put it in Lost Mode:

You can have multiple watches paired to a single iPhone, but not the other way around. Here is what you should do with the SE watch (see step 4):
