Son has been using my wife’s old iPhone like an iPod and has a bunch of games info on it. He really ought to have his own Apple ID now but doesn’t want to lose his gaming info. If we create a new if on his phone, he can still use his other (Mom’s) ID for his games so he doesn’t lose all his game data. Correct?

Once the Apple ID has been created, then you can set up Family Sharing so that he can still have access to those games and apps. However, in creating a new Apple ID, he would lose his progress in the game/games and he would need to start over with his Apple ID. You would not have to pay to purchase the games/apps again if they were purchased to begin with.
