The operation can’t be completed because you don’t have the necessary permission

After disabling csrutil still cannot change this permission

The System Volume is mounted read-only. It has nothing to do with SIP or any variation of “rootless.”

What do you wish to change? Not the specific plists, but the end state you hope to accomplish by changing those plists.
