My AppleTV controlled my Samsung TV on off operations. We got a power outage and now it does not control the TV anymore. I have checked the TV settings and they are the same as are the Apple TV settings

Make sure you have your Apple TV configured here:

For your Samsung TV, please enable settings relevant for HDMI-CEC.
