iphone 14 voicemail notifications not working

I have reset my network settings a few times, checked all the notification settings, talked with my provider, and apple support. I can retrieve my voicemails, but can't get the notification or transcription working.

Called Apple Service and they said call the carrier

Called the carrier and they said we didn't sell you the phone so we can't help you.

It's frustrating, but not fatal.
