When using Dual SIM and ALLOW CELLULAR DATA SWITCHING is enabled and DATA ROAMING is ON for both SIMs, at what point, either by signal strength, usable signal or some algorithm, will a data session switch from Primary Carrier to secondary carrier?

User had one bar of VZ as Primary Carrier and three bars on an AT&T Data SIM as Secondary eSIM. User was trying to browse in Safari and check Instagram. Despite one bar of signal, user had no data connectivity on VZ and it would not automatically switch to AT&T even though AT&T had three bars of signal. User was not able to connect. No voice call was attempted or in progress. This was strictly a data session. iPhone 14, iOS 16.6. I realize User could have manually switched to AT&T, but doesn't ALLOW CELLULAR DATA SWITCHING detect and automatically switch to second eSIM when there's no usable signal?
