Apple Watch won’t pair with IOS16
Series 4 bought second hand, will not pair with IOS 16.6
keeps saying apple iPhone out of date.. but no
more updates..

There is a chance that the previous owner updated the watch to OS10 beta - can you ask them?
If they did then either wait til the end of september for iOS17 or install the public beta of iOS17 - we cannot help further with any of that on here.
Watches updated to OS10 beta cannot be retrofitted with OS9 at home.
