Have my Apple watch 7 on charging stand, tried to download software update with fully charged iPhone XS beside it. Phone says update “paused” and to resume downloading when connected to wifi. Phone been connected to Wi-Fi all along. Checked on watch to see if I could download directly bu same message, and no buttons to resume download!

Perfect answer. He could have asked a random drunk on the street on Saturday evening. Maybe he is waiting until now. Apple has really awesome support. If it didn't make me cry, it would definitely be funny.
Try and wait a whole to see if the update will continue by itself
