have tried everything I can find on how to get my voice to text mic to work again. Within an open text message, there is a mic with a tiny x beside it when I try to use the microphone icon at the bottom of the screen. Any ideas?

Input a Phone number first.
If the phone entered is activated with iMessage then the mic icon will appear automatically.
You can only send audio messages to another iPhone through iMessage and not through SMS.
If you see a 'x' as shwon in the pic below, that is because you have multiple Dictation Language set for your Keyboard. Please see the pic below which is in a way self-explanatory
