True Tone & Auto-Brightness doesn’t turn off

I have both true tone and auto-brightness off and my iPad screen still adjusts to light. It makes it very difficult to read outside. Am I missing something or do they just not turn off?

If you are having issues with the brightness of the display of your iPad, first ensure you have disabled auto-brightness using these steps from Adjust the brightness and color temperature on your iPhone or iPad:

To turn auto-brightness on or off:
1. In the Settings app, tap Accessibility.
2. Tap Display & Text Size.
3. Scroll to Auto-Brightness and tap to turn the feature on or off.

If you think your screen brightness isn't adapting correctly, try to turn off auto-brightness and then turn it back on.
