Whenever there's a power out, my laptop always seems to survive the disruption of power because it has a battery. However, my desktop falls "completely" off the grid and takes several minutes to revive itself. My question is... "Why don't desktop iMacs have built-in batteries in them (like laptops) to avoid these disruptions?"

Because it adds significantly to the cost. It will likely double the weight of the computer. Where would you put it? Would you want it as a separate box or contained in the iMac's case. I can only imagine how cumbersome that would be.

You can purchase a UPS (uninterruptible power supply) and use it to ensure continuous power. Desktops do not come with laptop batteries nor UPS, it's not just iMacs.
A desktop might have a very small battery built in, to keep the real-time clock running and/or preserve a few other key settings in the event of a power loss. That battery is nowhere near sufficient to power the whole computer.
