How do I enable my App Store and iTunes?

When attempting to download from the App Store, I keep getting the message that says, “your account has been disabled in the App Store and iTunes. How can I enable or restore this function

You can't do that yourself. Click here and contact Apple Support when they're open; if the link doesn't have an option for your country, use this form.
