First, she'll need an international plan from her carrier. Then, she'll need to prepend "+1" to the number she wants to call in the U.S.. Note that iPhone might be smart enough to recognize a phone number recorded in the Contacts app but, if she needs to dial a number, the "+1" will be required.
Note: to enter the "+", you need to long-press the "0" key.
The easiest way is to ask your carrier about international roaming plans; all of the US carriers have “relatively” inexpensive roaming in most of the world (at least inexpensive compared the cost of the trip!). For example, AT&T’s plan is $10 for any day when the phone is used on a European network, with a max of $100 for a billing period. For the $10 you get to use whatever plan you have at home for calls, text and data. Verizon has a similar plan. T-Mobile Magenta Max just extends your home plan, except that calls are 25¢ a minute. You just have to sign up online for the plan, or choose it in the user portal on their website or on their app.
You can save a little money getting a SIM card for a European carrier, so you will be a “local”. However, calls to the US might be expensive. This might pay for a trip of more than a couple of weeks.
Finally, if you have Wi-Fi calling enabled on your account at home, calls using Wi-Fi (such as a hotel or business Wi-Fi network) are free back to the US.
