Hi Stiles922,
Thanks for posting in Apple Support Communities. If you haven't already, test in a private and regular browsing window to see if the issue is isolated in that way. The following steps from Bookmark favorite websites in Safari on iPad - Apple Support should allow you to view current bookmarks.
View and organize your bookmarks
1. Tap, then tap Bookmarks.
2. Tap Edit, then do any of the following:
• Create a new folder: Tap New Folder at the bottom left, enter a name, then tap Done.
• Move a bookmark into a folder: Tap the bookmark, tap the Location, then tap a folder. Tapto return to your bookmarks.
• Delete bookmarks: Tap.
• Rename bookmarks: Tap the bookmark, enter a new name, then tap Done.
• Reorder bookmarks: Touch and hold, then drag the bookmark to a new location.
If not, they may have been accidentally deleted. In that case, we'd recommend restoring them using this guidance from Restore your Safari bookmarks and Reading List on iCloud.com.
1. On iCloud.com, tapin the toolbar, then tap Data Recovery.
2. Tap Restore Bookmarks.
3. You can sort available bookmarks by Date Deleted, Name, or Folder.
4. To the right of the version you want to restore, tap Restore.
5. There may be more versions than can be displayed. Scroll to see them all.
6. Note: Wait until iCloud finishes restoring your Safari bookmarks and Reading List before you change them. During the restore process, any changes you make aren’t saved.
All the best.
