Recently i updated apple software to the Ventura level. Suddenly i am unable to control or change system settings on my laptop....such as privacy settings for location services and others.

As rightly mentioned by @Randall_2023 the Ventura 13.5.1 fixed the Location Services issue
Ventura 13.5.2 also fixed additional Security Issues

If you update to the latest version of 13.5.2. Not sure what you mean by lockdown mode. Is your computer managed by a school or business? If not, try the update.
