Get “payment incomplete” message every time we try to make in-app purchases or download new apps.

We have a valid payment method on file and have tried everything, including updating old payment method, entering new payment method, looking for software updates, contacting Apple Support, all with no solution.

For help with payment errors like this, your best course of action is to get back in touch with Apple Support directly. The other step would be to also talk to your financial institution the payment method is with. They may need to make sure there is nothing on their end that is causing that error. It could be making sure your billing address with them is the exact same as when you input it as a payment method for your Apple ID.
