There is zero chance of data recovery on any mobile device that is dead.

Data is stored in flash memory on the iPad's motherboard.

The data in all iOS/iPadOS devices is encrypted on that flash memory chip or drive.

All data on that iPad may not ever be recoverable.

No power/no backup/no data = no data recovery. Period.

Sorry, that's the way it is.

You will need an existing backup of the iPad, either iCloud or previously created on a local Mac or PC.

If you have no existing backup, and if you have a dead iPad, then your data on the iPad is unavailable.

There is no means to make a backup from a dead iPad.

The data stored in iCloud will remain available, so long as you use the same Apple ID on the old and new iPad. You can see what data is available by logging into iCloud.com using the same Apple ID.

Best case with no backups and with little or no iCloud data, you might be able to get the failed iPad repaired, and then transfer the data. Or the repair might not succeed.

The security design of recent Apple devices and computers is intended to block common security attacks — including approaches involving physically extracting internal, storage for connection elsewhere.

There’s an intro to some of the associated security on page 77ff here:

But backups have always been important.

If your iPad is dead and is NOT too old, your only option is to get the internal battery replaced.

You will NOT be able to recover any iPad data if your iPad is fully dead/battery dead/failed and cannot power on.

As it stands, a battery replacement has the possibility/pitential of losing all data on your iPad.

You should have made data backups of your iPad long before it died/failed/battery failed.

Sorry, but this may no longer ever be possible.
