Lost phone which was not connected to find my iPhone

My wife got a new iPhone 13 and her account is linked to mine. However, her find my iPhone setting was off. The iPhone appears on the list of my devices in my settings. When I activated my find my app on my phone I couldn’t find her new iPhone but found her old iPhone. I removed the old iPhone from find my app. My question is this: has this action also blocked her new iPhone?

Removing the old phone will not block the new phone.

When the new phone was set up it automatically turned on Find My. If you intentionally turned it off there is no way to track it.

However, in Find My on your phone do you “see” her phone listed, even if you can’t track it? If it appears in the Device list in Find My on your phone then Find My is enabled on it, even if it currently can’t be located.
