My ipad software only updates to 12.5

There isn't a 12.7. In any case, rechecking for updates will only display the same one again unless Apple releases another compatible with that model; on an unit running 12.5.7, this doesn't and won't include 13 or anything higher.

An unit running 12.5.7 isn't capable of 13 or above. If your unit is stuck on an older version of 12, describe what happens when you try to update it.
