Discontinued ITunes for 3 months, when I resumed service all my playlists were gone. Any way to get them back?

Are you referring to Apple Music, by chance? If so, that is expected behavior. You would need to rebuild your playlists and redownload your music once your account is reactivated. This article can help with the playlist recreation: How to create a playlist in the Apple Music app - Apple Support.
