Troubleshooting Location Services Being Dulled Out:

Location Services is not available in every country/region. So, see if allowing fixes this.

Check Parental Controls:

1. Go to: Settings
2. Tap: Screen Time
3. Tap: Content & Privacy Restrictions
4. Tap: Location Services so this it reads "Allow"

Report back if that does the trick.
