If there are MDM profiles visible in Settings . General > VPN & Device Management that cannot be removed, contact the organization that is holding the supervisory lock, or submit to Apple proof of ownership sufficient to convince them to clear the supervisory lock.

If this is about carrier Wi-Fi networks, remove all of the carrier apps, restart, and check again.
