Previously, I had a Family account subscription, but I would like to switch it to a free one. I currently have 260 GB of storage on my Family account, but the free subscription only offers 5 GB. However, I do have additional space on my phone. If I switch to the free plan, will my photos be deleted?

If you use iCloud Photos to house your photos, and if you have more than 5GB of iCloud data (of which photos are only a part), then yes, the excess will be deleted after converting to a free plan.
Device storage on the iPhone is irrelevant.
