Syncing Iphone to MacBook Pro

I exclusive sync my phone to my MacBook Pro and do not use the cloud. If I'm trying to remove files, music from play lists or Music, contacts etc, do I have to remove them from both devices? If I remove things from my MacBook will they be removed from my iPhone automatically and vice versa or does one device take precedence over the other?

Can I transfer all my Mac mini data to an iPad and sync my iPhone? Currently I have an old 2014 Mac mini and I want to upgrade to a newer device. My iPhone is synchronized with the mini and I have a quite large music collection and a lot of data installed on the mini. Does anyone know if it is possible to transfer all of this to an iPad and sync the iPhone with this iPad? Or is this only possible with a Mac (like a MacBook)? I have an old iPad but I use it all the time so I really don’t need a laptop but I don’t really know if they both can do the same. hopefully someone can help me with my problem. These don't sync between devices Contacts, Calendars, Bookmarks, Notes, Voice Memos, shared photos, iCloud Photos, and emails. Each device syncs to the email account server which may be Google, iCloud, AOL, Exchange, Outlook, Yahoo, or any Other. Please see the pic below

If one of the devices is not connected to the internet then it may seem to you that they are not syncing.
