are you able to enter recovery mode? If not, here is a step-by-step guide for reinstalling High sierra. Upgrading to high Sierra after a factory reset is not in option from the App Store, but if you re enter recovery mode, you should see it as an option.

If all else fails try this:
1 - download and install the free MDS application. Get the older, free version:
Version 4.4 (48123)
2 - launch it and click on Download macOS in the sidebar.
3 - select the system you want to install.
4 - click on Download button.
When the download is completed run the installer to install the system or create a bootable installer to use.
Hi, I’ve had this issue on my computer (2011 MacBook Pro) and what I had to do was use the disk that came with my computer to reinstall the original version (which I believe was Lion) and then upgraded to High Sierra. If you can provide more specific model information, it is easier for us to help. Thanks.
Your question is confusing to me. If you erased your Mac, its operating system was also erased. If you are being offered to install High Sierra, install it.
But the title of your question says you are unable to install it.
