That model of Intel chip cannot be overclocked because only K-series chips can be overclocked and Apple does not use these.

Presumably that’s a 256 GB SSD and not a dinky 256 GB HDD. If so, you’ve reached the limit of that Mac mini pending far more intrusive and completely undocumented hardware procedures involving unsoldering and swapping surface mount processor for a same-mount processor and re-clocking the board. It’s also a detailed and labor-intensive approach, and the result may well be a failed Mac. High risk, low reward. If you have to ask about this whole process, it’s probably not your path. Not unless you want to effectively earn most of an EE degree in the process.
Usual path for more performance on a Mac mini of that era is faster storage and on a faster bus (HDDs are glacial), then adding more internal memory, and only then performing unsupported acts including processor surgery.
