Safari video playback issue

When i stream video on safari on my mac, if I stop the video and navigate to another window, the video keeps loading and when i go back to the window where the video is and push play, the playhead moves forward to the area where the loading has progressed. This issue has been around for a long time for me and I can't seem to find out what the deal is. I'd rather not switch to chrome bc I like a lot about safari, but this is a real annoyance and it's been going on forever. I'm on a relatively new macbook air and os 13.5.1. Anyone have any ideas? Anyone else have this problem?
