Macbook pro (mid 2010) will boot but won't restart

Macbook pro (mid 2010) will boot but when I restart I am shown the de not proceed icon in grey. If I shut down the mac and then power it on it will work but anytime the computer has to do a restart it will do that. Any ideas why this is happening? I just installed new ram max 8gb and a new SSD 1TB drive with a fresh install of high sierra.

The prohibitory sign (circle with slash) is shown when your drive appeared to be bootable, but on actually booting, a fundamental component of MacOS was found to be missing, damaged, or wrong version.

The way I read your description boils down to "booting is not reliable".

When that occurs after a drive upgrade and especially after an SSD upgrade in these MacBook Pro models, a new drive cable often brings relief.

After attempting to do all the updates I came across an update that was simply no longer supported. However it did not change the fact that it won't do a restart but a shut down and boot will work every time. I would say it's the best this machine can do at this time, it is much faster with the maxed out RAM and SSD but nothing to write home about.
