After uninstalling McAfee anti-virus and removing the McAfee folder from the Applications folder, the McAfee Agent Monitor is still running and has an icon in the menu bar. How an I remove the McAfee Agent Monitor or at least turn it off?

I suggest you reinstall the app, then use the developer's instructions for a complete uninstall. That instruction should be on the McAfee website.
Thereafter, never use any 3rd party AV, fixer, optimizer, speed up, clean up or other apps that claim to make your Mac safer or better in any way.
They all are not needed and can seriously disrupt system processes.
