I have a Mac Mini M2 with Ventura 13.2.1 and Safari 16.3. Just tried downloading Acrobat Reader from the Adobe site. Followed the instructions but it didn't work. The installer icon didn't even appear for me to click on. However the site said "Thank you for installing Acrobat Reader."
What's the problem?

Did you get a Pop Up like in image below ?
If Yes, did you choose Allow or Cancel

Suggestion 😀 for this specific download.
Always download Applications Directly from the Developer and never every from anywhere else.
Doing so may in fact download Malware Software Bundled into the download.
Then that creates a New issue of how and where it Malware is hiding and how to remove it

Yes I did. I didn't understand it or trust it particularly so I cancelled it! I thought I would just be able to manually choose which sites I could download from myself.
I was trying to download it from the Adobe site as I said.
As another Contributor mentioned Allow the download
By Cancelling, the Operating System will Not ALL the download to occur
