hello. I have been trying to activate iMessage for a month and nothing seems to be working. I have tried signing out of apple id, restarting iMessage and even talking to my carrier. My carrier says I should contact apple but in my country there is no Apple Store so what should I do

I already tried all those suggestions on the trouble shooting guide. So, how do I contact apple? Because that link brings me to the apple support app which has no direct link to any real apple specialist. The authorized apple service provider says the issue can’t be solved and I don’t think that’s right. Here is what the apple support page
so is there any other way given my carrier says it must be an issue with apple or my device?
